CAROLYN W. BRANAGAN of Georgia, Franklin County, Republican, was born on June 5, 1954, in Windsor, Vermont, and became a resident of present town in 1963. She was educated at Bellows Free Academy, St. Albans, Vermont; University of Vermont, Burlington, Vermont (B.S.-1976 and M.Ed.-1984). She is married to Christopher Branagan and they have two daughters and one son.

Organizations: Franklin County Republican Committee Chair; Member of the Governor's Commission on International Education; Co-Chair of Vermont Legislative Women's Caucus, 2004; Vermont House Education Committee Clerk, 2003-2004; Georgia School Board Chair; Georgia Town Moderator; Georgia Town History Editor; Vermont Interactive Television Coordinating Council; Past Trustee and Chair Vermont Maple Festival; Past Officer and Member of the Board of Trustees for Martha's Kitchen, Franklin County's only free soup kitchen; and Georgia Baptist Church Treasurer.

PATRICIA A. MCDONALD of Berlin, Washington County, Republican, was born in Summit, New Jersey on July 8, 1943 and moved to Vermont in 1988 after working for nineteen years at CIBA-GEIGY Corporation, a leading manufacturer headquartered in Ardsley, New York. After relocating to Vermont, she spent three and a half years with the Merchants Bank and served in the capacity of Vice-President, Human Resources and Regulatory Management. In 1991, she was appointed Commissioner of Personnel by Governor Richards Snelling. She then served Governors Howard Dean and James Douglas in several leadership positions: Commissioner of Labor, Commissioner of Employment and Training, Secretary of Transportation, Deputy Commissioner of Education, Commissioner of Motor Vehicles and Commissioner of Personnel, a position she held twice. Ms. McDonald has served on numerous task forces, boards and committees, such as the Vermont Employment Security Board, State Apprenticeship Council, Governor's Workforce Diversity and Equity Council, Governor's Jobs Cabinet, Human Resources Investment Council and the State Employees Retirement Board. She is the Chair of the Berlin Selectboard and member of Berlin's Town Center Task Force, Post Office Committee and Capital Budget and Planning Committee. She is a member of the First Congregational Church of Berlin, Berlin Historical Society, Vermont Covered Bridge Association and Relay for Life of Central Vermont. Ms. McDonald retired from State Government on May 31, 2006. She is married to Captain J. Bruce McDonald, Retired Vermont State Police, has a daughter, two stepsons and two grandsons.
